Speakers for Training Workshop on Public Health Management


Dr. Sandeep Bhalla - Director, Training

Dr. Bhalla, an Armed Forces Medical College, (AFMC) Pune alumni did his MD, DNB in Community Medicine/Public Health and awarded Fellowship in Leadership and Implementation Sciences to address NCDs in India (PH-Leader) jointly delivered by PHFI, Emory University and INSP Mexico under NIH grant. He worked with VMMC, Safdarjang Hospital, National AIDS Control Organisation (NACO), DFID Technical Support unit RCSHA & IIHMR, Delhi and has vast experience of 16 years in Public health programs implementation and management. He made operational guidelines for Program managers for implementation of RTI/STI services in India along with team at NACO. He also made database of HIV/AIDS and STI Indian research studies which is collation of more than 8000 research studies.

Currently he is Director, Training in PHFI. He is leading the capacity building initiatives for Primary care physicians in chronic disease management and injuries (Diabetes, GDM, Thyroid, Cardiovascular, COPD, Hypertension and Disaster Management) along with dedicated team of 45 colleague's. More than 22000 physicians have been trained/enrolled since 2010 under these initiatives all across country. Coverage of these programs are in 32 States and UT's running in 93 cities In India with 503 districts. Two training programs evidence based diabetes management (CCEBDM) & gestational diabetes Mellitus (CCGDM) got recognition by International Diabetes Federation (IDF) and also been adopted by various State governments under National Health Mission (Gujarat, MP, Haryana, Kerala, West Bengal, Mizoram, Meghalaya, Assam, Tripura etc.). GDM and Thyroid courses have also got SAFES (South Asian Federation of Endocrine Societies) accreditation. Thyroid program has also got endorsement from Asia Oceania Thyroid Association (AOTA). BMJ India recognises Diabetes program as a finalist for the BMJ Awards India, 2014 in category of Excellence in Medical Education. These Programs also won PHD chambers award for Excellence in Skill Development in 2015. He is also assessor for National Accreditation Board of Hospitals, Quality Council of India. He has won various awards nationally and internationally for these programs like BMJ India award 2014 as finalist , ASSOCHAM award for skill development 2016-17 , DL Shah Platinum Award in Quality sector 2017, FICCI health care excellence award 2018, CII Award for best NGO/ Education 2018 and presented these programs at various forums locally as well as globally. These training programs have been selected consecutively by MOHFW, GOI as an innovative model of education in their National innovation summit held at Tirupati 2016, Indore 2017. He has around 35 publications and he has been instrumental in forging strategic alliances of PHFI with states, regional and global health networks and Institutions e.g. National Disaster Management authority (NDMA), Indian Red Cross Society, International Committee for Red Cross (ICRC), PHD Chambers, FICCI, International Diabetes Federation (IDF), Association of Health Care Providers (AHPI), Quality Council of India (QCI), Royal College Of Physicians (RCP) , American Heart Association(AHA), World Obesity Federation (WOF), XLRI and National health System Resource Centre (NHSRC) etc.


Dr Suneela Garg - Dir. Professor & HeadCommunity Medicine MAMC, Delhi

Dr. Garg has professional and research experience with National and International Organizations viz. WHO, UNFPA, Population Council and Rockfeller Foundation in the field of Reproductive, Child Health& Adolescent Health. She is Member Global Advisory Group of WHO on ear and hearing care. She is Hon. Secretory General Society for Sound Hearing International. Dr. Garg has been associated with National Programme for Prevention and Control of Deafness for MOHFW GOI since inception. She has conducted in-depth research on epidemiology prevention and control of deafness. She has also been instrumental in preparing software Jansankhya Sthirta Kosh (MoHFW, Govt. of India).


Dr. Indu Arneja - Indian Institute of Healthcare Communication

Dr. Indu Arneja - Indian Institute of Healthcare Communication Dr. Arneja is Psychologist in private practice, working for the last 30 years in the field of Health and Psychology. She is presently associated with Indian Institute of Healthcare Communication. She is a Professor and Soft Skills Trainer imparting indepth knowledge and skills to the students of Medicine, Dentistry, Nursing and Management on various subjects like understanding human behaviour, applied psychology, interpersonal skills and communication.She is also a core member of Advisory Group Health and Mental Health, National Human Rights Commission.

MM Singh

Dr. MM Singh - Dir. Professor Community Medicine MAMC, Delhi

Dr. Singh is Associated with 15 projects funded by European Union, Indian Council of Medical Research, UNICEF, IUALTD , NACO, RNTCP (3 as Principal investigator, 12 as co investigators) Former Nodal Officer, National Programme for the Prevention and control of Deafness, Delhi Guided over 60 students' projects in Fellowship in HIV Medicine, 75 for Postgraduate Diploma in Maternal and Child Health, IGNOU, New Delhi, 19 MD & 6 PhD thesis Joint Editor, International Journal of Non Communicable Diseases Member, editorial board of three journals. His Area of Interest Are Epidemiology, Deafness, Blindness, RTI/STI & HIV, Gender Based Violence, Verbal Autopsy, Geriatrics He has been awarded the Best Public Health Expert (2016) in National Health Awards organized by Double Helical.


Dr. Pushkar Kumar - Senior Public Health Specialist & Project Director, Training Division, PHFI

Dr Pushkar Kumar is a Physician and has over 16 years of experience in the area of public health having served in the Government, NGO and private sector. He is working with PHFI as a Sr. Dr Pushkar Kumar is a Physician and has over 16 years of experience in the area of public health having served in the Government, NGO and private sector. He is working with PHFI as a Sr. Public Health Specialist & heads the Training Division which is working for capacity building initiatives for Primary Care Physicians (PCPs) & Healthcare professionals in clinical conditions and various public health domains for the last six years which has trained more than 36,000 healthcare professionals across the country.

He looks after training of the Primary Care Physicians & Health care professionals in the field of diabetes, GDM, COPD & Asthma, Thyroid disorders, Womens Health, Mental Health, Palliative Care, Geriatric Care, Obesity management, Healthcare quality, Antimicrobial Stewardship, Medicolegal ethics, Patient safety, Cybersecurity in healthcare, Healthcare Technology and MDPs in Health programme management and other initiatives including research. He is responsible for establishing & maintaining strategic partnerships with the Central & State Governments, PSU and International collaborations for these initiatives.

He has worked for more than 9 years in the Ministry of Health & Family Welfare as Lead Consultant in Maternal Health and Sr. Technical Officer and Programme Officer in the Blood Safety Division at NACO. He has worked in all aspects of policy, planning, programme implementation, health system strengthening, capacity building, supporting State Governments and been a part of over 30 Policy and operational guidelines of Govt. of India. He has also managed the blood transfusion services in a tertiary care hospital at Indraprastha Apollo Hospital, New Delhi.


Dr. Haresh Chandwani - Public Health Specialist, PHFI

Dr. Chandwani completed his MBBS from Government Medical College, Bhavnagar, Gujarat and did his MD in Community Medicine from M.P Shah Medical College Jamnagar, Gujarat. He did Post graduate diploma in Preventive and Promotive Health Care from Apollo Hospitals, Hyderabad and also did an online Diploma in Virtual Strategic Planning Program (VSPP) offered by Management Sciences for Health (MSH) and USAIDS, USA. He is working as Public Health Specialist, Training at Centre for Chronic Conditions and Injuries at PHFI where he looks after capacity building of Primary Care Physicians in the field of Diabetes and other chronic conditions. He is leading the Certificate Course in Gestational Diabetes Mellitus (CCGDM)- a capacity building initiative for Primary care physicians in management of Gestational Diabetes Mellitus as well as responsible for Government collaborations for these initiative.


Mr. Dilip Kumar Jha - Senior Program Manager, PHFI

Mr. Dilip Jha, did his MPhil in Hospital and Health Systems Management from BITS, Pilani and holds MSc degree in Anthropology from Delhi University. He was awarded Fellowship in Leadership and Implementation Sciences to address NCDs in India (PH-Leader) jointly delivered by PHFI, Emory University and INSP Mexico under NIH grant. He has worked on a wide spectrum issues related to public health and health systems development for the past 20 years funded by WHO, World Bank, UNDP, MoHFW and State Governments. He has conducted a large randomised controlled trial - mWellcare Trial (Wellcome Trust funded) to develop, evaluate and upscale an mHealth solution for integrated management of chronic conditions in India. He is a guest faculty in communication at Jamia Millia Islamia University. Mr. Jha is working with PHFI as Senior Program Manager.


Dr. Arun P Jose - Senior Program Manager, PHFI

Dr. Arun Pulikkottil Jose completed his M.B.B.S. from Father Muller Medical College under Rajiv Gandhi University of Health Sciences, Bangalore in 2010. He completed his M.D. in Community Medicine from BLDE University's Shri B. M. Patil Medical College, Bijapur in 2014. Prior to his appointment at the Public Health Foundation of India (PHFI), Dr. Jose worked for one and a half years as Assistant Professor in the Department of Community Medicine, Father Muller Medical College, Mangalore. He is currently working at PHFI as Senior Program Manager for the The Certificate Course in Cardiovascular Disease & Stroke (CCCS) under the Centre for Chronic Conditions and Injuries (CCCI).
